For years, getting a driving license in Punjab meant spending hours standing in long queues outside crowded licensing centers, dealing with endless paperwork, and managing multiple visits just to get a basic learner’s permit.

To solve this, the Government of Punjab, in collaboration with the Punjab Information Technology Board (PITB) and the Punjab Traffic Police, launched DLIMS, the Driving License Information Management System.

What is DLIMS?

DLIMS stands for Driving License Information Management System. It is a centralized digital platform that automates the entire lifecycle of driving licenses across all districts of Punjab. Whether you are a college student applying for your first motorcycle permit or a commercial driver renewing an international license, DLIMS serves as a one-stop portal to handle the process transparently and quickly.

How to Apply for an Online Learner’s License?

The biggest breakthrough of the DLIMS portal is the ability to apply for a Learner’s Driving License from the comfort of your home. You no longer need to visit a physical traffic police office for this initial step.

Application Process:

  1. Visit the Official Portal: Go to the link DLMIS
  2. Create an Account: Click on the “Register” button. Provide your full name, email address, mobile number, and CNIC to set up your profile.
  3. Fill out the Application Form: Once logged in, navigate to the “Learner Application” section. Input your personal details, including your current and permanent address, blood group, and physical metrics (height).
  4. Select the Vehicle Category: Choose the type of vehicle you want to drive (e.g., Motorcycle, Car/Jeep, LTV, HTV). You can select multiple categories at once.
  5. Upload Required Documents: You will need to upload clear, digital copies of:
    • Your valid CNIC (Front and Back).
    • A passport-sized photograph with a clear background.
  6. Generate the PSID and Pay: The system will automatically generate a PSID (Payment System Identifier) code. You can pay the processing fee instantly through JazzCash, EasyPaisa, or ATM/Internet Banking via 1Link.
  7. Download Your Permit: As soon as your payment is verified online, your digital Learner’s License is generated. You can print it out immediately and start practicing.

Types of Driving Licenses Offered

Through DLIMS, citizens can apply for or manage several distinct types of licenses depending on their needs:

  • Learner’s Permit: Valid for 6 months. It allows you to practice driving under the supervision of a licensed driver.
  • Permanent Driving License: You can apply for this exactly 42 days after getting your learner’s permit. This requires passing a physical driving test and a road-sign test at a designated center.
  • International Driving License: Designed for citizens traveling abroad who want to drive legally in foreign countries. It requires a valid Pakistani permanent license to apply.
  • Endorsement of License: If you already hold a valid car license but want to legally ride a motorcycle, you use this option to add a new category to your existing permanent card.

The New Fee Structure

The Government of Punjab updated the driving license fee structure to streamline public services. The fees vary based on the vehicle type and are calculated on a yearly basis.

How to Renew an Expired Driving License Online?

If your permanent license has expired, you do not necessarily have to visit a center to wait for hours. DLIMS allows online renewal for regular licenses.

Renewal Process:

  1. Log in to your existing account on the DLIMS portal.
  2. Click on the License Renewal tab.
  3. Enter your original license number and CNIC.
  4. Upload a fresh passport-sized photograph and a scanned copy of your medical fitness form (required for applicants over 50 years old or those applying for commercial HTV/LTV categories).
  5. Pay the renewal fee using the system-generated PSID.
  6. Once approved, your updated card is sent directly to your mailing address via Pakistan Post.

Tracking Your License Delivery Status

Once you clear your physical driving test or submit a renewal application, the physical card is printed at the centralized printing facility in Lahore. You can track the real-time shipping status of your card using the DLIMS License Tracking feature:

  • Navigate to the “Tracking” section on the homepage.
  • Enter your CNIC number (without dashes).
  • The portal will instantly show you whether your license is currently Pending Approval, In Printing, or Dispatched.
  • If it has been dispatched, the system provides a tracking number from the courier service so you can see exactly when it will arrive at your doorstep.

Digital Access: The Digital e-License

The Punjab Police and PITB introduced the Electronic Driving License (e-License) feature to make things incredibly convenient on the road. If you ever leave your physical wallet or card at home, you can show your e-license to any traffic warden when pulled over.

To get your e-license:

  1. Go to the DLIMS web portal and select e-License.
  2. Enter your CNIC and your date of birth.
  3. The system will generate a verified digital copy of your driving license containing a secure QR code.
  4. Save the PDF on your smartphone or take a screenshot. Traffic wardens can scan this QR code on the spot to verify its authenticity instantly.

Verifying a Driving License Online

The DLIMS portal includes a public verification feature to prevent fraud and ensure that companies employing drivers can check background records. Anyone can check a license’s status by entering the card number into the verification portal. The system will display the driver’s name, license type, validity dates, and status (Active/Suspended), helping keep fake licenses off the roads.
